Work LocationDAKARExpected durationThree (03) monthsDuties and ResponsibilitiesI- INTRODUCTION The African Institute for Economic Development and Planning (IDEP) is a pan-African economic development and planning capacity building institute created in 1962 by the UN General Assembly. It became operational on 21st November 1963. Its original mandate was to accompany and support newly independent African countries in building and strengthening economic management and development planning capacity in the public sector. In 2018, it undertook a strategic shift to focus on public sector capacity for the implementation of the UN 2030 Sustainable Development Agenda and Africa Union's Agenda 2063. Capacity development is at the core of IDEP's mandate, and it evolves according to the Member-States needs in economic and social development. As the demands increase upon the urgency of accelerating the implementation of the Development Agendas, IDEP needs to be equipped with the adequate financial and human resources, in order to provide a robust and efficient response to Member-states requests. Currently, IDEP faces significant operational and financial challenges threatening its sustainability as Africa's premier capacity development institution. Despite training over 13,700 officials and maintaining an annual average of 3,000 trainees, the institute struggles with financial sustainability and market positioning. IDEP is in the process of finalizing its Strategic Plan for 2026-2030. A key focus of this plan is to address the organization's financial sustainability challenges, which currently limit its operational capacity, strategic planning, and ability to meet its mandate effectively. In response to these challenges, IDEP seeks a Senior Consultant to develop a robust and actionable Business Model aimed at ensuring its long-term financial sustainability. This Business Model should align with IDEP's and ECA strategic objectives, leveraging innovative approaches to resource mobilization, partnership building, and organizational capacity enhancement. The primary objective of this consultancy is to design a comprehensive and practical business model for IDEP, focusing on sustainable financing strategies, resource mobilization, and operational efficiency. The model should provide actionable recommendations for securing diversified, predictable, and resilient funding streams, enhancing operational capabilities, and enabling IDEP to fulfill its mandate effectively. The consultancy assignment is located in the IDEP based in Dakar, Senegal. The consultant will report to IDEP's Director and work closely with IDEP management team and relevant ECA's divisions and subregional offices. II- DUTIES AND RESPONSIBILITIES The consultant is expected to accomplish the following tasks: A. Situational Analysis • Conduct a comprehensive review of IDEP's current business model, financial structure, funding sources, resource mobilization efforts, and market competitiveness/positioning • Assess IDEP's operational model, including its cost structure, human resource allocation, and program delivery mechanisms • Benchmark IDEP's financial and operational practices against comparable institutions to identify gaps and best practices • Consider ECA integrated resource mobilization program B. Stakeholder Engagement • Engage with IDEP and ECA leadership, concerned staff, member States, partners, and key stakeholders to understand financial sustainability challenges and expectations • Gather input on potential opportunities for multi-partner collaborations, private sector engagement, and innovative financing mechanisms C. Development of a Business Model • Design a business model that incorporates: o Diversified funding streams (e.g., multi-partner collaborations, private sector investments, innovative financing instruments) o Strategies for increasing member state contributions and reducing volatility o Develop pricing strategies for premium services and specialized programs o Operational efficiencies and optimization of human resources o A potential dedicated IDEP endowment fund for long-term stability • Outline governance and management structures required to support the new business model D. IV- TRAVEL There's travel linked to this consultancy V- EXPECTED DURATION The assignment will be over a period of 3 months comprising key milestones aligned with the strategic framework of the business model VI- EVALUATION CRITERIA A. Qualification and Experience The consultant should have the following: • 15 years or more of expertise in developing business models for international or regional institutions, with a focus on financial sustainability is required • Experience in resource mobilization, innovative financing mechanisms, and endowment fund management is required • Strong knowledge of Africa's development context, including public-private partnerships and capacity development program is desirable. • Demonstrated ability to engage with diverse stakeholders, including governments, international organizations, and the private sector is desirable • A master's degree in economics, finance, business administration, or a related field is required B. Language English and French are the working languages of the United Nations Secretariat. For this consultancy fluency in English and French are required.Qualifications/special skillsAdvanced university degree (master's degree or equivalent) in economics, finance, business administration or related area is required.
